Dispute Resolution

How will disputes be decided?  When a law is created and enforcement is attempted disputes will often arise regarding how the law should be applied to a given set of facts.  Who should make this determination?

One way would be for the entity that created the law to also resolve disputes regarding the application of the law.  This makes sense given that that entity would know best the intent behind the law.  However, in modern societies, it is difficult for the party in charge of creating law to also be involved in the day-to-day task of applying that law.  While law creation can be discussed and disputed over a lengthy period of time, dispute resolution must occur regularly and quickly so that people can begin to move past disputes.
